Well then that would make it Empire State of the EAST ... which New York already is ... So ... hmm ... No. I think it refered to business and influence.
Looks like it was at first what I thought but then has been used in more recent times as what you and others have said.

Georgia was not just known at the time for being a very LARGE and diverse state geographically compared to the rest of the Union, but due to slavery and the plantation system had an enormous mass of wealth that was controlled by literally just a handful of powerful white landowners:
