Tennessee by a slight margin.

Scenery > what state has the biggest city.

North GA has nice scenery in the hills but the flat part in the south not so much.

Tennessee still has their NHL team.

Western TN is flat and at least the flat part of GA has a coastline. Mountains plus coast gives GA the win for scenery.

I vote Tennessee! No state income tax on earned income and capital gains compared to 6% in GA.

Firstly that was so ingenious of you to call Georgia Mountains "hills" then you say"the flat part in the South not so much".So does that include the Savannah and The Golden Isle of Georgia?
What about Ofeekenokee?

Yes Atlanta has had 2 NHL teams and lost both but the still have minor league Hockey and so does Augusta and Columbus.
Too bad Tennessee will not have a soccer team anytime soon.

Unless Augusta has another team, it was their Augusta Riverhawks that moved to Macon in 2015 and became the Macon Mayhem.
