My favorite is Baltimore. I love the rowhomes, the Bmore culture and proximity to other larger cities.

Most potential:
1. Baltimore
... distant second
2. Pittsburgh
3. St Louis
4. Cincinatti
...
5. Cleveland
6. Detroit
7. Buffalo

St Louis has a charm about it that makes it stand out in my opinion. It has well-preserved architecture, civic pride, neighborhoods with character, a decent food/restaurant scene, beautiful greenspace/parks and overall a pretty good quality of life given the cost of living.
