No, I don't think it people will think that they have left the country, however, that doesn't negate the fact that there is no other city like Baltimore. That logic can also dictate that if your city reminds people of another country, then how unique is it really? Baltimore is known as quirky, eccentric place, from the accents, local customs, neighborhoods, food. You can't find some of these things anywhere except Baltimore.

Isn't most other NE cities reminiscent of Baltimore (or vice versa), and we're talking in the context of New Orleans where it's closest physical cousin would be Mobile or a Spanish built Caribbean city.
New Orleans reminds me of a Caribbean country but it's culture is a gumbo of Caribbean, West African, Italian, French, and Spanish.
I'm not saying it's not unique, but not when you compare it to NOLA. That's usually reserved for cities like Miami, Key West, San Francisco, Savannah, etc.

No, aside from rowhouses, Baltimore is nothing like those cities, but those cities are reminiscent of each other. Baltimore has no to twin.

^^^^ Da city took away his honorary street sign by his Trump Tower Chicago after he put his name on da building in and it lights up. ~T R U M P~

But Chicagoans I think ...luv da Trump Tower he got built there.
