Thinking about it, these two cities are surprisingly similar. Both are close to incredibly well-known national parks (Acadia and the Grand Canyon) and both are known as vacation hot spots for their respective regions big cities (Boston, NYC, Phila, PHX, LA, SF) That being said consider the following categories

Food
Parks
Scenery
Airports
Transportation
Crime
Economy
COL
Sports
Locations
Weather
Education
Any other categories you want to add

Just got back from skiing in Flagstaff this weekend. Although it's been years since I have been to Portland Maine, I don't find them very similar.

Flagstaff has more of a college town vibe where as Portland is an older crowd. Both have a lot of historic places. Flagstaff has more winter recreation whereas Portland has more summer recreation. Portland has better food (lobster) and Flagstaff doesn't really have a unique food type.

Both have great scenery, but are different.

The scenery in Flag is fairly unique, not a lot of places have peaks over 12,000'. Portland looks like anywhere New England, it's nice but not unique for that area.

Agree with you on the food, Portland was always tasty in my visits. And a shocking aspect about the northeast is the average age, it's on the older side as soon as you get outside of the big cities.
