I don't think any one is underrating Seattle. But I think the gap between it and Miami is bigger than the gap between it and the #3, mainly because it does not have a year round water culture.

Also, people are naming things like being able to take a boat to another country, which has nothing to do with water culture, unless the ridership was significant or competed with car or plane trips.

Small city I would include Portland Maine. Hell its the lobster capital of the us and it's got the best lighthouses. You've got nautical themed communities and tons of connection with the ocean the goes back a few centuries.

The ability to travel by water is pretty significant imo.

The Seattle-Victoria ferry is faster than the "car" equivalent which would actually also involve ferries over shorter distances. You can fly to Victoria's airport or take a seaplane. The fast ferry takes three hours and the seaplane much less. Any version involving driving will be longer than either. With the ferry you can take a day-trip to a foreign country from downtown to downtown on foot.

Many thousands commute by ferry in the Seattle area too. The Washington State Ferries is the largest system in the US.

I'm ranking Miami higher on the overall topic but this one is a Seattle advantage.

The fact that Seattle and the other cities on the poll have as many votes as they do is pretty ridiculous, dont ya think? The Miami area takes this so easily.. Hey that's city data what can ya do

On the surface, maybe. But that's not the whole story. Seattle's ferry system has no peer in Miami, and is used by many thousands every rush hour. Our container port (Seattle and/or Tacoma) is much larger. I'm guessing our fishing industry (as base for Alaska despite being a long way away) is bigger. We're similar in parks all over town being on water, including big inland lakes (18 miles long, 12 miles long), spreading the wealth into the interior. Ok, our cruise industry is 20% the size.

Miami wins, as I'm guessing I said somewhere in this thread already, but voting for Seattle isn't without cause.

Miami winning makes the most sense, since global warning and flooding is an eminent threat to SoFla. It's a threat to all coastal cities, but SoFla is gonna "get that wprk" first.
