Generally Dallas is one of my least favorite large cities, but it does have a good sized financial industry. It's probably the best mix of affordability and decent job market of your three. Tampa is cheap, but the job market isn't great and the pay scale is low. Austin is my favorite city of the three, but it is also the most expensive and finance isn't a big sector of the economy. So, go for Dallas.
