I believe the census counts Pakistani as Asian, but not Iranians. Also interesting is that none of the former Soviet 'stans in Central Asia are considered Asian.
This is correct. Iranians, Iraqis, and Arabs are considered white but Pakistanis, Afghans, and people from the "stans" are considered Asian.
Originally Arabs and Armenians were not considered White, I guess they would have been Asian?, but they appealed to the government and convinced them that they were white, they did this so they wouldn't be discriminated against. Other groups tried as well, but ended up failing such as the Japanese. Whiteness was less about race, and more about class and status back then.

I think it was the Syrians who appealed to court for the 'white' status, which started the whole thing of Arabs being white in the US. The reason for this was because at one time the US didn't allow anyone to immigrate here unless they were European white (including Sicilians, Greeks, Jews). I think even Indians at one point were going to be classified as white, though they probably still are classified as 'Caucasoid' by scientists.
Also, if going by CSA, Baltimore is a tier 1 Asian city with 700K+ within its metro.
That is interesting though--does Baltimore and its immediate surroundings have any sizable Asian communities or neighborhoods? What are those communities/neighborhoods?
It doesn't include Honolulu because I'm not 100% where it would fall.
Personally I'd put it at the top and ahead of all of these cities simply because of how overwhelmingly Asian it is and how integrated those cultures are into society there. It loses points for size and possibly diversity (lack of South Asians) but no other region comes close to it otherwise imo.

Thats the problem. Its Asian community is almost entirely Japanese and Filipino. There is very little of anything else. It would be hard for me to place it in Tier 1 for that reason, but maybe in tier 2.

Not really, Japanese and Filipino's might dominate the Asian population but the percentages of other Asian groups stack up quite well with other "Tier 1" cities.
