Are you black? Go to Atlanta. Otherwise, go to San Diego. It doesn't compare to NYC, and that's the whole point. Enjoy the beaches and perfect weather.
Why do you have to be black to move to Atlanta? Seems pretty racist.
You don't have to be black, but I think what the poster meant is that Atlanta has a black scene that is huge compared to most similar sized cities.
Out of the cities listed, I'd pick San Diego. You got the beach scene, decent nightlife scene, great year round weather.
So you're implying all Atlanta has going for it is a 'huge black scene?' What does that even mean? What is a black scene? I don't think you understand how big the white, Asian, and Hispanic 'scenes' are in Atlanta.
From your list I'd say Atlanta. Not on your list or in your OP (but quite possibly considered "obvious ones") to me are Miami, Minneapolis and Houston.
I chose San Diego. It's easily the best option in this list.
There are over 20 million people from TJ to LA so you won't miss a thing.
San Diego's high COL won't trouble you so much as you're already getting yanked in tier 1.
You'll get every amenity between TJ, SD and LA and get the best weather and beaches.
San Diego also has a fantastic, bustling, booming downtown and far more culture and art than it gets credit for.
Can't go wrong moving to San Diego.
On the other hand if you're looking for low COL, affordability, no traffic and ease of living, Kansas City is a great place. It has a great art, live music and restaurant scene and can go toe-to-toe with cities twice it's size in amenities. Tons of things to do; museums, festivals and you're only an hour from Chicago and 3 hours to LA or NY by air. You also get 4 distinct seasons.
Atlanta is a tier two city and Dallas, Houston, Philadelphia, Seattle and Miami are also considered tier 2.
With that being said, I would still opt for Atlanta. Atlanta has many gays in the area but is a straight man's paradise. There are so many beautiful men and women in this area from all over and there is always something to do from festivals, to clubs, lounges, speakeasies, comedy clubs, bars and much more. San Diego is beautiful but very expensive to live in. Outside of the beach life which gets tiring after a while, what else can you really do in that city if most of your finances is going to living expenses?

Calm down. Atlanta is considered a Black Mecca. It's a MAJOR draw for Black people.
