I have no opinion on STL.
Minneapolis is meh. Very insular, locals think it's the best place on Earth. Weather is beyond terrible nearly year round. It has a good local economy though

If you don't like the balanced four seasons that Minneapolis has year-round then what weather do you like?

Since you don't mention climate, Minneapolis is my top choice.

I think Atlanta and Dallas are pretty even and perform well in the metrics listed.

STL isnt too bad but comes in last for me. Although I'm least familiar with it so perhaps that is why.

Is this a serious question????? Minneapolis has some of the coldest longest winters in the country, not everyone can deal with that.

For me Dallas > Minneapolis = Atlanta > St. Louis. I've wanted to live in all accept St. Louis (Although I'd love to visit and it seems like a cool city).
