I left out El paso and Houston since they're two different time zones and regions, I also left out new Orleans and new York city since they're arguably the two most unique cities in the country

Richmond and Norfolk are very different from each other as the two most prominent cities in the state. Much more different than Raleigh and Charlotte...

Buffalo and New York should be the runaway winner...
