They are hardly gentle 'hills' in comparison. In fact, the mountains in SD county are higher in elevation than those bordering Vancouver, though the Vancouver mountains rise more dramatically.
On the other hand, Vancouver has nothing to compare with the rugged coastal beauty of SD.
Both places clearly have very beautiful scenery! Hard to say one is better than the other.

Highest mountain in San Diego County is Hot Springs Mountain at 6,535 feet.
Highest mountain in San Diego City is Cowles Mountain at only 1,593 feet.
Highest mountain close to Vancouver is Mt. Garibaldi at 8,786 feet.
It is a bit closer to the city than Hot Springs mountain is to San Diego.
Slightly farther away from Vancouver, near Whistler, is Wedge Mountain at 9,497 feet.

So many went on about the weather, when the OP never mentioned weather. I guess it could be argued that it is attached to QOL, but again that is very subjective. Some people WANT skiing 20 minutes from downtown. Some people prefer the green over the brown.
I like both places, and I just got back from Palm Springs. As much as having a week of sun was nice, I could never live in an area that is so dry.
Yes they have Idyllwild and Tahquitz Peak in the San Jacinto Mountains, but it's a drive, and still a very different vegetation than Vancouver.
San Diego does have something over Palm Springs, which I prefer, and that is ocean.
I'd go Vancouver BC all the way. San Diego really lacks culture, no sense of community, brown dead looking landscape 9 mos of the year, shallow culture, Gaslamp is a cheesy fake weak downtown, PB is cheesy Cali beach culture, OB is a dump.
Vancouver is an amazing beautiful place with the mountains, oceans, lakes, rivers. 3-4 ski resorts 30 min to 1 hr away. Whistler an hour away??!! The city is far more hip, cosmopolitan, and interesting. Just take a few vacations to sunny warm places in winter and your good.

Reason: I've been to both cities; and Vancouver is the better city, but San Diego has the better climate, and good weather is very important to me
