Fair. I still think crime is massively under reported in El Paso, and Juarez is still incredibly dangerous, but the city of El Paso doesn't have much in terms of ghettos itself.

What then is a ghetto besides concentrated poverty, high crime, and run down properties? Cars? Guys hanging out at the local corner store? Food desert? These are all present.

I think you might be focusing too much on looking for a place that looks like the the north east, which you will not find in most of the country.
