I was surprised how cold Vegas felt in the winter and part of that is they get quite a bit more wind than does Phoenix....Phoenix is noticeably warmer and when you factor in the wind, much warmer than Vegas in the winter.

Another significant factor is elevation. Phoenix is about 1,000 feet, Vegas is about 2,000.

Here's a comparison between Fresno and Las Vegas weather.
Fresno is dark in December and early January, but you can be wearing shorts by mid January a lot of years.

Fresno is less humid and not as hot as Vegas is in the summer. I think Vegas hit 114f+ heat index this year, while Fresno topped at about 106-107 heat index. If you're going to consider Vegas, also consider inland CA(sac to fresno and IE areas)

Neither Fresno or Vegas are really humid in comparison to east of the Rockies. However, the monsoon season can be humid, and that does factor in Vegas more than Fresno. And Phoenix more than Vegas.
