Ohio City has great walkability, a heavy rail station and a few buses, a ton of restaurants and breweries, some lovely residential streets. However, it does lack a good park and it doesn't have the best music or arts in the Cleveland area.

Capitol Hill Seattle has a subway light rail station in the middle of it as well as some very congested bus routes. I don’t recall the transit options in the Lower East Side or Capitol Hill in Denver. Do they have rail or good buses?

... actually Ohio City is served by 9 or 10 bus routes in addition to the Heavy Rail (Red Line) you cite, and 5 of those operate 24/7 (the 26-Detroit, 22-Lorain, 51-W.25th/Pearl, 51B-Broadview and 81-Tremont/West Side).
I think Capitol Hill in Seattle is in a completely different tier. Not to say that the neighborhoods can't be compared, but with the OP's criteria Capitol Hill by a long shot. One of the top 3 neighborhoods on the West Coast IMO.
