I think that Washington is most unique because of its city planning, laws regarding building heights and its purposeful formality and feeling of power and strength. There's no other major city in America that is like Washington, DC.

How do you know that quite a few speak French? Are you talking in NO or the rural areas? Any idea what the percentage is?

Even if they speak Creole, it's still a unique language in the US(not Miami or New York recent arrivals Haitian Creole).
