Yeah. Las Vegas would definitely be the most likely place in the U.S. where a building like this would be built. In fact, I think Dubai has supplanted Las Vegas and Monaco as the premier adult playground for the super-wealthy.
The rotating thing does make me wonder, what is the risk of you setting something down on a table, and it falls off because it wasn't going at that speed or something, and how would you walk in a door thats always moving? I wonder what walking in there would be like

Well the have rotating resturants on the top of buildings and it dosen't seem to be a problem. Agreeably those buildings are stationery and just the top rotates.
Eh. It looks difficult and expensive to maintain. Sure it's cool, but probably not easily maintained. Give me a solid, but still good-looking, building any day.
Time to build a 500 m building in Downtown Houston! This will be a first-generation yellow building--all built and designed in metric parts and measures respectively.

None of the super-wealthy would be caught dead in Las Vegas. Maybe Beverly Hills/Los Angeles but not un-scenic, tacky, and sexualized Las Vegas!
