I'm just curious why these two cities are being compared? Because they were both laid out by Frenchmen (in different historic periods)?

Probably because they're both administrative capitals. I'm from Quebec (province) and love my home, but I think the big downside with Quebec City is that the people who live there are too Conservative and closed minded. I'm not referring to the province as a whole but to this city in particular. It's not that bad, but the local culture of the city is enough to turn me off from it.

I love Quebec City, but went with DC for mainly two reason: one, the DC area is substantially larger so there is more to do, plus it's location provides quick access to many other cities and points of interest, and two, the weather in Quebec in winter is simply awful.

There isn't a city in North America that compares with the old city of Quebec--but outside of that area, I'd choose DC.

Upwards of 95% white and French Canadian. Though most "French Canadians" are actually a mix of mostly French ancestry with smidgens of aboriginal and often Irish or Scottish.

The demographics are slowly changing in Quebec City though with more immigrants arriving every year from the Middle East (Algeria, Morocco, Lebanon, etc.) and also from French-speaking countries in Africa.

Nah, DC really sweeps this one. QC is an awesome place to visit but DC is a must-visit place (maybe even twice). To put things in perspective I did QC in a day...it would be difficult to just do National Mall in one day.
