Neither. I don't think that the fact that Dallas and Houston have upscale stores/boutiques make them "fashion capitals" at all. Most large metropolitan areas have upscale shopping. In NY you have 5th Avenue, LA/Orange County Rodeo Drive/South Coast Plaza, Atlanta Phipps Plaza, Phoenix/Scottsdale Kierland Commons, Scottsdale Fashion Square, etc.
When both cities have many of the same upscale stores as most major metropolitan areas around the country, I fail to see what sets them apart.
I live in Houston and like Houston more, but Dallas is clearly the winner. Austin is starting to get lots of upscale stores too.
Presently San Antonio leads the state for building mixed use developements, so upscale shopping is a big part of the equation. Over 7 million new square feet of retail in just the I-10 @ Loop 1604 area near Six Flags, Westin Resort alone. Other parts of the city including downtown have projects underway. I would put San Antonio 3rd in the state followed by Austin for overall upscale shopping. Dallas first, Houston, S.A.,Austin.

Dallasites love to shop and eat out.
The shops and restaurants are there as a distraction from the miserable surroundings and overall malaise of where they reside.
^^ Who said anything about them being fashion capitals? This was just a question to see which city is better in fashion in the state.
I believe the term used was "fashion center." Excuse me.
If this question just concerns comparing the two cities, why are people bringing up shopping in other states? Why is this in the national forum and not the Texas forum?
I have been to Dallas. Compared to the cities I listed, Dallas pretty much has the same upscale stores.
Lots of people have been to Dallas, but you obviously don't know Dallas like you think you do. btw, Dallas actually is a fashion center. Many designers and stores pick it because of it's big trade district with people coming in from Texas and Oklahoma, also international visitors coming in from everywhere to the fashion shows.
