San Francisco (one giant hill)

Honolulu, Des Moines (around the capitol), Baltimore, Boston, St. Paul, Billings, Cincinnati, Providence, Knoxville, And Richmond

Cincinnati is also quite hilly.

Indianapolis is so flat that city's highest elevations are highway over passes.

Omaha has some little hillocks, but is not what I'd call "hilly". Cleveland is hillier. Denver has its hilly parts, particularly on the west side of town (west of I-25).
