There's friendly people in every state of course but I believe the stereotype of the South being the most friendly is actually very true. I have been in a lot of cities in the North and well it's just not the same.
Rudest: New York, Massachusetts, Connecticut, New Jersey
Nicest: Indiana, Michigan, Vermont, Tennessee
I love my Northeastern states and people, but even I won't deny that they'll cut you off, flip you off, cuss you out, or run you off the road over the simplest issue. Problems like this occur mainly towards Boston and NYC, but Hartford, Albany, Worcester, and Springfield have quite a few rude people. We all know 99% of Jersey people will do just about anything and not hesitate... Even if you're dead in the middle of the street, they'd probably drive around you. The perfect example of this was in Hartford, CT this year, where an elderly man got hit by a car paralyzed and people drove around him uncaring about what just happened. Even a guy on a motorcycle/scooter circled around him a few times then just left... Here's the video of it caught on a surveillance camera...

We had a terrible incident here in Richmond with a driver cutting off someone right around the Robert E. Lee Bridge. The guy at fault was a local teacher.
And in the newspaper the guy that did it was quoted as saying people "down here" drive too slow. I think he was from NJ or Conn or something. Anyways, its definitely a culture clash.
I think we must have more Northerners because 10 years ago in Richmond- no one ever honked their horn, and now they are doing it more.
It is hard to go by states because some of them are so diverse. I would say that Philadelphians are ruder than New York City residents. I have lived in both places. There is just a pervasive nastiness in Philly. And to make matters worse, they think that they are nice. At least NYC has no pretense of being friendly. It is almost never "sunny" in Philadelphia.
New Englanders I also find to be rude, but less in a hostile sense and more in a cold, "dead fish" sense. They, too, think they are friendly.
Rudest: FL (all the big metros). Rude and sweaty transplants, natives, and incorrigible elderly folks.
