Not sure why someone said Florida's... it's definitely one of the tallest out there, and looks fairly clean...

A concrete slab, especially in comparison to beautiful, old domed structures, is extremely unappealing. That's why Florida's has been mentioned multiple times.

While I don't think it's the best at all I think it has one of if not the best setting of any state capitol.
And of course..

haha.

Here's what I don't like about California's....the foliage/landscaping and building exterior makes me feel like it is in South Florida as opposed to Northern California.

Oregon - Looks like they ran out of money while constructing the dome

I'm sorry, but that picture of Oregon's capitol building is absolutely stunning.

Okay, time for my list:

Favorite Capitol: Pennsylvania (Harrisburg). Just gorgeous, and absolutely amazing interior all around.
Runner Up: Iowa (Des Moines). Obvious reasons that have already been explained numerous times.
Honorable Mentions: New York (unique European-ness), Connecticut (beautiful gold dome + european-ness), Nebraska (well-designed tower, courtyard, and dome), Oregon (I like the marble and unique design, landscaping, and lighting), South Dakota (well designed and beautiful), Kansas (love the archer on top of the dome).

Worst Capitol: Florida. It's just an office building...and a plain one at that. At least it has an observation deck?
Runner-Down: Alaska. Another office building, just slightly prettier than Florida's.
Dishonorable Mentions: Tennessee (tiny and ugly), Texas (of course it had to be bigger than the US Capitol), Hawai'i (again with the 1960s library feel), North Dakota (At least the landscaping is nice), Michigan (I hate the stretched dome), Alabama (gross dome), South Carolina (awkward-looking dome with flaps), Virginia (boring), Wisconsin (looks like a copy-paste of the US Capitol...no unique design whatsoever).

Im sorry (just felt the need for an unnecessary sorry, just as you did!), but i completely agree! The photo is stunning. The landscape is stunning. The photo techniques and use of photoshop is stunning. The building? Ugly. Capital U.
