Chicago Police Warily Track New, Violent Gangs

By John Dobberstein, Daily Southtown
Riding a wave of migration from Mexico and Central America, a handful of California street gangs have arrived in many Chicago suburbs.
Four gangs in particular - 18th Street, Surenos 13's, Nortenos 14's and Mara Salvatrucha - can now be found in nearly two dozen Chicago-area communities, large and small.
In the past two years, California gang members have been fingered in shootings or stabbings in Elgin, Joliet, West Chicago, Addison, Franklin Park and Bensenville.
Some gang experts worry they eventually may make a push into Chicago, particularly on the Southwest Side, in the neighborhoods around Midway Airport.
Already, 68,000 gang members have staked out turf here. Blending in among the Chicago area's established street gangs now, these California newcomers are a curiosity of sorts.
They're not organized, but their members keep popping up throughout the region.
"We're seeing them everywhere," said Paul Marchese, supervisor of DuPage County's gang prosecution unit. "They've come to do more of the things traditional street gangs do, shootings and violent crimes in general."
Police differ on the significance of their presence here, but the potential for conflict may rise as their numbers grow.
Joe Sparks, a recently retired gang investigator for Chicago police, said he believes the California gangs are waiting for an opportunity.
He sees their arrival in the city as inevitable.
"They're blending in with our gangs," said Sparks, who's been consulting with the Chicago Police Academy about the issue. "The (Surenos) 13's, once they get enough numbers, they could make a move."
The Surenos 13's are allied with the Mexican Mafia, California's largest prison gang. They have a decades-long, violent rivalry with the Nortenos 14's.
With roots in Mexico and ties to Mexican and Colombian drug cartels, 18th Street is considered the largest street gang in Los Angeles, numbering between 15,000 and 20,000, authorities said.
And Mara Salvatrucha could be especially dangerous for police, gang experts say. Most hard-core members are former guerrilla soldiers from Central America with extensive training in weapons and warfare tactics.
"They're a force to be reckoned with," said West Chicago police Cmdr. Bruce Malkin, who's been studying California gangs for several years and doing yearly presentations about them at police conferences.
Fierce enmity
A rivalry has raged between the Surenos 13's and Nortenos 14's for decades, dating back to their fight to control the prisons in Michoacan, Mexico.
Through migration to the United States, these gangs brought their violent battles and involvement in drug trafficking to California and the Midwest.Norteno 14's have been found in North Chicago, West Chicago, Aurora, Cary, Crystal Lake, Elgin, Palatine, Schaumburg, Streamwood and Woodstock, police said.
Surenos 13's have been found in 14 suburbs, police said, ranging from Joliet to Carol Stream to Round Lake Beach and Waukegan.
18th Street factions have been found in West Chicago, Aurora, Woodridge, Downers Grove and Naperville. In the early 1990s, a massive recruitment effort helped 18th Street expand into 15 states, said the National Alliance of Gang Investigators Associations, a cooperative network of police officials that helps communities with emerging gang problems.
The gang's primary business is national and international drug trafficking, and high-ranking members have close ties to Mexican and Colombian drug cartels, the NAGIA said.
Mara Salvatrucha, also known as MS-13, formed in Los Angeles during the 1980s as Central Americans fled a bloody civil war in El Salvador.
Facing crackdowns today in their base countries of Honduras, El Salvador, Guatemala and Ecuador, MS-13 members have spread into Mexico and the United States.
At last estimate, MS-13 had more than 8,000 members in 27 states and the District of Columbia.
MS-13 members generally show no fear of law enforcement, the NAGIA warns. The gang's members are known to booby-trap their stash houses with grenades, and MS-13 has been implicated in the execution of three federal agents and the shootings of several other police officers throughout the country.
A bitter rivalry exists between MS-13 and 18th Street members.
"The Mexicans and El Salvadorans don't get along," said Lina Presley, a member of the National Major Gang Task Force. "You're talking about oil and water here."
Neither city or suburban police have reported a widespread presence of MS-13 members, although the NAGIA said they are present in Illinois.
New challenge for Chicago police
A foray by California gangs into Chicago could present the Chicago police department's new gang intelligence unit with a significant challenge.
Chicago police said they're aware of the California gangs, but they do not believe they pose a problem ? yet.
"Our sense is that they're not making serious efforts to enter into Chicago," police spokesman David Bayless said. "Our gang intelligence unit and deployment operations center keeps an eye on them, as they do all gangs."
In 2003, about 42 percent of the city's murders were gang-related.
Bayless said police are focusing on gangs currently operating in Chicago.
"We're beefing up our information-gathering efforts," he said, "and if information becomes available that (California gangs) are operating in Chicago, we'll take the necessary steps."
Some police officials doubt the California gangs can challenge Chicago gangs for supremacy.
But other experts note the gangs have already become a force in Boston; Seattle; Washington, D.C.; Charlotte, N.C.; and New York.
"Chicago's not immune. A lot of officers underestimate these groups," said Gabe Morales, executive director of Gang Prevention Services in Seattle and president of the International Latino Gang Investigators Association. "They're not going to do it out in the open and start a war. They'll go in areas where the Latin Kings or Gangster Disciples aren't strong, bring in their soldiers, then intrude on areas where they think they are weak."

LOS ANGELES GANG ATTEMPTS TO TAKE OVER CHICAGO STREETS

By Clark Staten, ENN Editor

Chicago,Il. (ENN)-- Chicago gang crime specialists are reporting that members of the "Crips" street gang, from the Los angeles area, are attempting to take control of at least one neighborhood here. Police insiders say that several recent raids have revealed a "new and different type of criminal element" on Chicago's West side.
A recent arest of a burglar, on Chicago's West side, resulted in his revealing to police the location of a cache' of automatic weapons and military fragmentation grenades. Also confiscated was a quantity of liquid PCP (Angel Dust/Animal tranquilizer). Reportedly, the weapons and drugs belonged to a member of the Los Angeles based "Crips" street gang. A Chicago Police intelligence officer, who asked to remain anonymous, reported that an increase in the quality and quantity of "rock cocaine" or "crack" can be attributed to an "invasion from the West Coast". Chicago Police had previously reported that there was very little "crack" available for sale in Chicago.
"Street people" in certain West side neighborhoods have confided that "there are bloods from out of town" who have attempted to intimidate and control given areas where drugs are sold. Several recent outbursts of violence and "drive-by" shooting have reportedly been perpetrated by unknown "gang types", who are not associated with any known Chicago gang. One friendly neighborhood resident told this reporter, "them brothers is from LA-LA land...you know... out West". "They's bad boys...that group...they kill you soon as look at you", he concluded.
A recent raid called "Operation Hammerlock", which was carried out against members of the Chicago "Vice Lords" street gang resulted in the arest of more than sixty (60) youths and adults and confiscation of numerous cars, houses, and weapons. This raid resulted in the further fragmentation of traditional control of neighborhood "retail drug sales". At least one Chicago intelligence analyst has hypothesized that the decline of certain Chicago gangs has lead to the a void that is being filled by Los Angeles based gangs.
He points out that many Chicago street gangs were frequently a "loosely affiliated relationship of convenience and self defense" and that they were under no centralized authority. "The Crips are another matter entirely...they are ruthless and will stop at nothing to conduct their business", he offered. "We can expect the level of violence to increase even further...if `the Crips' continue their effort to control Chicago's market in drugs and weapons", the wary expert added. "If I lived in Iowa City, or Boise, or Kansas City, I would also be extremely worried...the gangs will be there soon", he concluded. (c) EmergencyNet News Service, 1991, All rights Reserved.

History of the Bloods

Another organization, called the Black P Stones, was also sanctioned into the Blood alliance in Los Angeles. The black P Stones actually originated in Chicago, Illinoise and were brought to Los Angeles in 1969 by T. Rodgers, who was sent to L.A by Chicago’s main 21 at the age of 12 to spread the nation and it’s teachings. T. Rodgers started 2 decks of black P Stones in Los Angeles, one deck is called the Jungles (Baldwin Village, an area that had an organization called the Jungle Boys which T. flipped into Stones) and the other deck is called City (in the West Adams area). The People Nation alliance did not yet exist in Chicago at the time, so the Stones joined the Brims in Los Angeles as their own Brim sets before the Brims requested to be sanctioned into the Blood Alliance. Even though the Black P Stones in Los Angeles joined the Blood Alliance with the rest of the Brims and soon became their own Blood sets separate from the Brims, The Black P Stones in Chicago remained independent untill the people Nation was created in 1978. The Black P Stones in Los Angeles took on the wearing of red flags, but kept demonstrating to the left and used the same symbols and teachings as the original Stones in Chicago. The original Black P Stones in Chicago have been known to show great animosity towards the Black P Stone Bloods in Los Angeles for joining the Blood alliance without permission from the Stones in Chicago, so the Black P Stones in Los Angeles are regarded as renegades by the original Stones in Chicago. Renegade is a person or group of individuals claiming a gang or organization that they are not or are no longer really a part of or on count with. The Blood Stone Villains (also known as East Side Villains) and Blood Stone Pirus of Los Angeles are not part of the Black P Stone Bloods, they got their name from a 1970’s R&B group called “Bloodstone” and have no connection to the Black P Stone Bloods in L.A. other than being under the Blood alliance. Contrary to popular belief, T. Rodgers did not start the Bloods, and was not even at the meeting where the Bloods was created. His gang just simply fell in line with the Blood Alliance after the Blood Alliance was created.

Contrary to popular belief, real Bloods do not represent any People Nation 5 point star and are not part of the People Nation Alliance. The confusion of Bloods representing the People Nation’s 5 point star started on the internet with unknown persons creating various fictional “Blood Books of Knowledge” which consist of mixing Blood history and People Nation history, symbols, and literature (lit) together. These fictional “Books of Knowledge” spread rapidly throughout the internet and eventually into the streets with wanna-be’s taking these books seriously and being mislead. There are, however, legit Bloods who use the terms “5 popping”, “We ride the 5″, and who replace the letter “S” with a “5″, but when a Blood uses the number 5 it simply symbolizes the number of letters in the word B.L.O.O.D. So when a Blood calls himself “5″ he is infact simply reffering to himself as “BLOOD”. This use of the number 5 may have also lead the the confusion of Bloods representing the People Nations 5 point star. This misrepresentation of the Bloods and the number 5 has largely affected Bloods in the South, East Coast, and some parts of the Midwest. This widespread miseducation of the Bloods has lead to a recent major outreach by west coast Bloods to all Bloods across the country to let them know that Bloods do not represent the People Nation of Chicago and do not represent any form of a 5 point star. This outreach has been making a major impact on Bloods in the South, East, and Midwest who have all been dropping all use of anything related to the People Nation and a 5 point star and are all steady getting back to their roots

I do not think gang activies is like it used to be. CAli and NYc has cooled off when it comes to gangs. It's like the 90s where bloods were slashing people's faces left and right.

well, they tried to sread their philosophies to the west coast but the ended up conforming to the l.a. gang culture. And they probably started wearing red/black flanel and khakis. (if it was the other way around, crips&bloods would switch to fitted hats, white tee's in the summer, big jackets in the winter, and air force ones or timberlands)

and the whole cali gang thing will never get big. The native chicago gangs are deeply rooted in the communities, more so than u think.

Oh, I agree, NOOO, Cali gangs would ever take over Chi-Town, I agree with you about that. I have a question though, how do you tell the Chi-Town gangs apart, BESIDES, wearing things to the left and to the right? Because when I look at Chi-Town gang members in people nation, and folk nation allliances, all I see is them throwing up signs, but I dont see SPECIFIC, insignia that shows you which gang is which, BESIDES, the folk nation sign, and the people nation signs. Other then that, the only gang from Chi-Town I see with colors in Latin Kings. In other words, what are vice lords, gangster disciples, p.stones, 4corner hustlers, mickey cobras, and other Chi-Town gangs attire?
