In Los Angeles, black people can't even walk in their OWN neighborhoods if they're wearing an "unwanted color". I always thought that was the stupidest thing about today's gangs. Yeah, let's kill him because he has a red shirt on.
at the end of the day when it comes to gang violence in L.A blacks and Hispanics are more likely to kill their own people. So the racial talk is very well overplayed.

High Crime doesnt necessarily mean High gang activity. Gangs arent exactly big deals in several high crime cities.
Besides NYC and LA, the answer has to be Chicago, which arguably has more activity than those 2 cities.
Many nationwide gangs stem from there. LA is noted for bloods and crips, but Chicago is the birthplace of the Gangsta Disciples (aka FOLKS), Vice Lords, 4CH, Latin Kings, etc.
Some states and cities (like Mississippi and Memphis, TN) are more "Chicago" influenced than "LA" when it comes to gangs.
I dont know about the East Coast, but cities in the Midwest and South have just as many Chicago based gangs as LA based, and in several cities more Chicago based.
