It kind of depends. For violent crime, Boston and San Diego have relatively low rates. Yet property crimes and related issues are pretty high in both cities.

There are many small towns in America where they go like 3 or 4 years in a row for example without reporting a single homicide, judging by some of the statistics that I have seen here on city-data. Now those are the kind of places where it's definitely safe to raise a family.
What the hell is the gang capital of America Los Angeles doing on this list ?
The Crips and Bloods have died down so much that LA's hardly the gang capital anymore. Chicago is now. The gang capital needs a high crime rate, of which LA doesn't have in recent years.

Well, all larger cities will have at least a small problem with crime. But, NYC has really bounced back over the years. I've read in some articles that it's the safest big city in the country.
I say major cities have issues with crime to a certain degree. Cities like Seattle, San Diego, San Jose, have relatively low crime problems where as you have cities like New Orleans, Detroit, Philadelphia,etc., have big crime issues.
