I'll add one that I haven't seen: Cedar Rapids/Iowa City

BTW, I'd put Ft. Lauderdale with Miami but I don't ever think of West Palm Beach with Miami. It's just too far away.

Baltimore is in no way a sibling city of D.C. you can't be a sibling city with your own metro of 3 million people!!
D.C. And Alexandria, VA would be. Better assumption
I would say Baltimore Towson as well

In either case, if we're talking about sibling cities. I think most would agree that DC is the big brother/sister in regards to Baltimore.
I think your wrong you can't be a sibling ci with a metro of nearly 3 million I would include D.C. Alexndria!! in my opinion your only a secondary city if you fall under another cities media market and cultural influence, D.C. And Baltimore are totally different cities!

San Francisco is probably the big sister city to three cities - Oakland, San Jose and Sacramento

Baltimore is independent of Washington DC. They are not our big brother at all.
