Even if the number is small, there are probably some native Houstonians with a Southern sounding accent, so this disqualifies it from having the most "neutral" accent.

Never met someone from Houston who didn't sound Southern.

I think that you should mention where YOU'RE from when claiming an area has no accent.
for instance, I grew up in California, and don't think Californians have accents. Other say they can tell where I'm from.

I heard years ago that Atlanta has a neutral accent.

I've never met an American that doesn't have an accent, you all have strong accents! Obviously the only people that have a 'neutral' accent are from SE London, :-D

I don't think anyone would argue that Minneapolitans don't have an accent, it's just that most people here don't have the accent that is stereotypically attributed to the city in pop-culture.

Stick around long enough, and you're likely to pick up one of the Alabama dialects.

Because Minnesotans have quite a few Irish carryovers. Some Scottish as well.

It's like what it shares with Canada it also shares with the Irish and the Scots.

Neutral accent is an oxymoron. It doesn't exist.
