LA is great and there are a lot of fun hill roads etc.. But just so much traffic sometimes.
I would say Miami is nice for a few reasons. First the cars in Miami are amazing on a daily basis a few times a day you will see Bentleys and Lambos etc.. You never go out on a drive in Miami without seeing many $100,000 plus cars. Amazing machines!
Also traffic is not that bad. The highways at night are great to drive on and really police presence is not much a of problem in many areas so you dont have to worry about having your car do what its made to do. There are some areas in Miami where seeing a car go 100mph+ is a common site. And in the actual city of Miami speeding is at the bottom of list of priorities of Miami PD.

Downtown San Francisco is a real hassle to drive in. Although the Bay Area is very picturesque and provides lots of good drive opportunities.
