In other words, there are MANY ways to determine how racist an area is. I seriously doubt that looking for organized racist groups is very relevant to today's standards.
I think he was looking for measurable ways to test the level of racism in a particular area. "How people are treated" is purely subjective and may or may not give an accurate view; even segregation doesn't necessarily indicate anything concrete about possible racism. There isn't a dependable way to measure something like racism...people are often not honest about their feelings on such a subject.

States vary a great deal and this seems pretty inflammatory.

Still I like statistics so there's George County, Mississippi. It gave a higher percent of votes to David Duke than any other county. They also gave a fairly high percent to Fulani, a black woman who I believe has made remarks deemed Anti-Semitic. In 1968 George County was one of two counties to give segregationist George Wallace over 90% of their vote.

Not that that really says the county is racist or anything. I just find those results interesting and I'm curious if anyone who lived there has much to say about life there.

If I were to guess states, or to add some Northern flavor, I might guess New Jersey and Michigan. They seem to have a high number of racial hate crimes and both states have cities ranked among the most segregated.

never been to either of these states but just of there well documented history I'll say Mississippi and Alabama

Ohio, Mississippi, Texas, the western half of NY, central PA. I think the northern states are more racist than the southern states these days.

I haven't heard anything about Hawaii being racist, anyway's I think Mississippi, Alabama, and Georgia
