Default Las Vegas vs Los Angeles

Hello
I know that there already is a thread like this but I have some questions... I hope its okay. If not I'm really sorry

First of all I'm not even from USA, I'm from East Europe(nope I'm not russian ) and I've never been to USA,

If I would live in Los Angeles and I would make $4000 per month would I be like poor or well off, And how much would it cost to live in there per month including rent, taxes, transport and so on. And same for Las Vegas if I'd make $4000 in there.... would I be like poor, well off... and so on.

What is average income per month in California and Nevada, I typed $4000 beacause I think I have heard that its something like this. Maybe I'm totally wrong.
How much money I would need to get started in USA ?
And one more question: is USA's standard of living higher than UK's ?

Los Angeles is much better as a place to live. Las Vegas gets old fast(imH0-on the other hand, $4000 a month goes farther in Vegas as far as housing cost.
