Which city has the best winter weather, and I don't mean warmest. I'm talking about the place that has snow and cold temperatures, but makes the best use out of this season.

SLC has awful inversions. Denver warms up too often.

Either the Twin Cities or Buffalo. I hate the rain, but the sheer quantity of snow in Western NY is nice.

Many smaller cities (Anchorage, Duluth, etc.) would be better.

New York City looks magical during the Winter. Snowfall in Central Park is just the best.

As a WNY(Buffalo) resident I am wondering where the heck the snow is??? It's been really mild, borderline warm the past 2 weeks and the only snow was the wet, non sticky kind. I want snow, especially for Christmas!!! It's really the only time I like it, and I'm getting nervous over here

I lived in Chicago for 3 years and been to NYC a few times. Chicago beats NYC as a winter city. The northeast is so grim during winter while Chicago is bright and lively. Even at night. I remember waking up mornings in January and there would brightness but snow falling and I would cook pizza bread while watching some tv and everything was just awesome. At night, we would go to movie theaters or some restaurant. It was so fun. There's so much to do. The mood and the feeling is not the same for the Northeast in winter at all.

You are mistaken, NYC is exactly the same in winter, people do exactly what you describe - movie, dinner, walk in the crisp air, see the lights.
