Those may not be exact and I probably missed a few, but thats basically it.
I'm not an expert on other cities, but I know a lot about my own. I really don't think St. Louis deserves to be in any list of the top ten most ghetto cities in America, and let alone, being ranked #2. There may be a few rough areas, but overall, the city is very nice and not a ghetto. St. Louis probably wouldn't even make the top 15 in my opinion. If your looking for ghetto, go across the river (East St. Louis), that is where a true ghetto is.

I know Irvington tops that list or close to it!

Compton is up there, Miami (downtown) maybe.. South Tucson, AZ is pretty bad.. East Los Angeles, Fresno (downtown) is pretty ghetto.. but Oakland tops all of them.

southern miami, the farmland is really run down. and from looking at the metro areas of both, miami-dade had the highest poverty rate.

Memphis does have some really nice parts.

I usually don't defend Little Rock when it comes to crime, but it doesn't belong on a ghetto top ten list. Maybe top 50, but even then, it would be at the bottom.
I lived there for a few years. About half the town is tolerable. 25% of it is upscale. About 25-40% of it is actual ghetto. The higher number is if you include marginal neighborhoods.
