Sorry but I left NYC out, I'm a homer, and Chicago is very similar to NYC in sense of cityscape. And I wouldn't want tourists to waste their money seeing similar things two times in a row.

Plus I like the overall height of Chicago's skyline more than NYC's.

But if I had 5 more options, they would be:

6. NYC
7. Miami
8. Honolulu
9. San Antonio (Tex-Mex food is incredible here)
10. San Deigo
Seattle and San Antonio over NYC or San Francisco?

Yeah you're right. What's there to see in Chicago that you can't see in New Yor... er, um, Washing... wait, Los Angel... um, San Fran... shoot. Maybe we should send 'em to Chicago.

Anyway, here's my list.

1. New York City (Times Square, Central Park, and seeing all the buildings they've seen in movies)
2. Chicago (to see an "NYC"-like city, but done with better planning and friendlier people.
3. Charlottesville, VA (to see American history from a more homegrown perspective at the UVA)
4. Los Angeles (to see Hollywood, etc)
5. Orlando, FL (remember, these are foreigners)

It depends on who the foreigner was.

Someone who is into nightlife/partying:
1. Las Vegas
2. New York
3. Miami
4. New Orleans
5. Los Angeles

Someone interested in art/culture:
1. New York
2. Washington, DC
3. Chicago
4. San Francisco
5. Boston

Someone interested in history:
1. Boston
2. Philadelphia
3. Washington, DC
4. Charleston, SC
5. New Orleans

I like this breakdown. Pretty accurate. I'd add that New York would appeal to history buffs as well.

No NYC is number 6, and SA is number 9 simply for it's amazing food options SA even makes the list.

Yes I would put Seattle above it though, I'm from Chicago, so I would recommend someone to it before NYC obviously lol, and since they're very similar to each other that takes a spot for another city that is worth seeing, which is why Seattle comes before it. Please remember this is subjective to my personal opinion.
