My reasons
1. New York: History, port, business/finance, tourism, media, size, immigration, culture...New York has it ALL
2. Washington DC: Government and politics; enuff said
3. Los Angeles: port is huge, largest manufacturing center, culture, media, HOLLYWOOD
4. Chicago: business/finance, industry, transportation
5. San Francisco: Cultural movements, high-tech, immigration, large DT core

On the contrary, SF is home to the state supreme court, regional IRS, numerous ad agencies, Wells Fargo and Bank of the West, etc. Technology is to the south, though.
