It doesn't "produce" the oil. It refines it. It also serves as HQ for many kinds of energy companies... not just oil. I don't think many people are going to argue that any city in the US other than Houston is really considered the energy capital of the US. At the same time, Houston's largest employer is actually the Texas Medical Center, is HQ to the nation's manned space flight program, has a strong presence in nanotechnology do to Rice Univ, and was the birthplace of Compaq Computers (before being taken over by HP)... so Houston is about much more than just oil/energy.
However, no other American city competes with Houston when it comes to oil. Most major cities have a diverse economy outside what they are known for.

3) Seattle, WA
4) Houston, TX
5) Chicago, IL
I don't see any conceivable way that you can list the top five most important cities in the nation, and neglect to include Washington--where decisions are made that affect the entire country (and the world, for that matter). Seattle of more national significance than DC? I should think not.

They listed Seattle as the third most important city on a national scale, probably not worth giving this person any attention.

You're right, I forgot D.C. and I DO think D.C. is probably more important than a city like Seattle. My apologies.
