Speaking of Lifeshadower, LA has to have some record by now for consistently be number 1 as far as total numerical growth--its actually quite amazing.
I believe it. I remember being able to drive from one end of the SFV to the other in around 20 minutes taking the surface streets. Nowadays, it takes around 45 minutes to an hour. I remember there actually being orange groves in the early 1990s in the West SFV..ORANGE GROVES! IN THE CITY OF LA! That were unfortunately replaced by tract housing, yuppie housing, and "The Real Housewives of ______" clones.
Most of the growth though is probably in the Inland Empire and Northern LA County. However, since there aren't really that many jobs out there, they all seem to congregate to LA and to a smaller extent, OC.

By 2030, if employment and economic trends hold the Bay Area will have added several of its surrounding counties and even if we exclude Sacramento the new additions could elevate the region to 3rd in population. Many other regions also stand to gain surrounding counties too.

Well, not exactly. Not to be crass, you have also calculate the effect of people dying in to population forecasts. In the next 10 to 20 years this will be a major consideration in growth for many cities with large "Baby Boomer" and elderly populations will begin to see a population bottleneck. Some cities on this list though will see population around the figures you posted.
Most of the growth though is probably in the Inland Empire and Northern LA County. However, since there aren't really that many jobs out there, they all seem to congregate to LA and to a smaller extent, OC.
It would be interesting to see how much of the growth is in the IE and High Desert and how much is in the OC / LA counties. Also interesting would be to see how much of the population is the result of brand new development on greenfields vs. the result of people moving into existing homes or apartments becoming more full.
