According to most runners and running enthusiasts I can say Boston is more highly regarded, in MHO.
I ran cross country from 7th-12th grade and ran in College and have ran multiple Half Marathons. In the running world, Boston takes the cake.

Can you support it with anything tangible like a survery of "most runners and running enthusiasts" for instance?
Anybody can claim his city has the most esteemed marathon yet it is only NYC Marathon that is being broadcasted worldwide by a major TV station.

No, I can't which is why I wrote "MHO" = My HONEST OPINION.
Just being around running culuture, Boston is more respected is what I have encountered.
Maybe it's the "not cool" factor. Like, heck, everybody likes NYC Marathon, so I'm going to be unique and like Boston more.
I know that Boston qualifying times are pretty tough, but I couldn't tell you which is harder NYC or Boston
List of the most competitve Fields this year which I found odd seeing that TC is on there and Boston is lower:
