There is a 5 million pop. difference between LA and NY. LA will not pass NY.
The LA CSA won't pass NY CSA either. The NY CSA has TONS of undeveloped land. The NY CSA is spread out within 4 states: New York, Connecticut, New Jersey, and Pennsylvania. Philadelphia might join the NY CSA also.

I love Philadelphia and hope they don't become one, but eventually the Census Bureau will combine them into one CSA. Once that happens, NYC-Philadelphia will be the largest CSA/MSA in the Americas.
Philadelphia's population has been declining for 50-60 years now. It peaked at 2.07 million in 1950, declining to 1.52 million in 2000, and estimated at 1.45 million now. I don't see it going back up to 2.10 million in 41 years. Other sun belt cities like Dallas, San Antonio, and Phoenix will be much larger than Philly in 41 years and could be #4 or 5. (I agree Houston will probably be in the top 5). San Diego's growth has slowed a lot so I don't see it cracking the top 5.
Of course, who knows if a top 20 city will annex a large area or form a unified city-county government (similar to Indianapolis or Nashville), that could throw any large city into the top 5.
Actually, as of 2013, Philadelphia's population is 1.553 million and is going up. This decade has so far been all about growth for the city, not decline
NYC will still remain the largest US city, following LA. I do believe that Houston will surpass Chicago to become the 3rd largest city. Texas cities are growing at an alarming rate. Look at Austin, for instance, the city population grew significantly. Austin have close to 900,000 residents.

Unlike a lot of other states Texas has plenty room to grow. Look at Houston for example.
