I can see Philly making a case for #2, I also think we should compare apples to apples with the amount of square mileage we're comparing.

In terms of population, Upper East Side has a density of 122,000/sq mi and Upper West Side at 110,000/sq mi.

Pittsburgh's downtown is a pretty dense CBD, especially for a city of it's size. In the 0.6 sq. miles downtown PIT takes up, there are A LOT of huge buildings.
