I would say Detroit. Philadelphia should not even be on the list. Philadelphia does have some decaying areas as do most major cities. But the city is full of vibrant and touristy areas, it could never be on the same list with cities like Detroit.

Philly? LMAO yeah, right...

A lot of cities in Ohio could be up there. I only drove by Cleveland, but I saw a lot of old manufacturing buildings, but I'm sure there are nice parts of Cleveland.

What about Toledo?

I thought Toledo was fine and actually has a pretty low homicide rate for a city of it's size.
