Technically, if you use the Mississippi river to divide the country to western and eastern halves then New Orleans will be in the West. IMHO however, I see New Orleans and Louisana as a whole far more connected to the Southeast than the West.

I don't really see a large Latin influx in New Orleans as I do with cities like Phoenix, El Paso, Santa Fe. So it's Southern.

It's a mixture of Creole and Southern cultures. There's nothing even remotely southwestern about it.

I agree. To be southwestern, you need latin influence. That doesn't start until at least Houston and that is pushing it. San Antionio is the real gateway to the southwest in my opinion.

But the architecture isn't near as latin influenced as El Paso, Phoenix, etc.

The majority of New Orleans and its metro is on the eastern side of the Mississippi River  .
New Orleans is more so southern by location than by culture but, no part of Lousiana or southeast texas should even bec onsidered southwest.
