I think he is saying that 12 states of the US have lower life expectancies than the national life expectancy in Mexico, and that all US states have lower life expectancies than the national rates of France and Italy.
I don't understand the life expectancy list. Does it mean if you are born there today, that's the age you can expect to live to or is it based on who lives there now?
You know, if you lived in Hawaii all your life and then move to Mississippi, does your life expectancy go down? How about vice versa?

I think it refers to the average age at death in individual states. It doesn't mean everyone in the state is effected positively or negatively. As I recall the lowest life expectancy in the US is on a Sioux Indian Reservation in South Dakota, but South Dakota itself is in the middle of that list. Many parts of South Dakota have low under-5 mortality and low crime.
It's at times exaggerated, but a good deal of life expectancy is about reducing the death rate of those under age 5. If you have a family of eight siblings where seven of them lived to be a 100 and one died at age 4 the average lifespan for the eight will be 88. (7*100=700+4=704 704/8=88) At least I think that's how life expectancy works, by average rather than median.
There are higher life expectancies in France and Italy because the lifestyles are VERY different. Lower stress, more exercise (more people WALK or BIKE to work), and even though they might smoke cigs and drink wine - they make up for it in having a much slower paced lifestyle. In the U.S., stress is correlated with our fast-paced lifestyle and causes us to have health problems.
I live in the south. Life is slower paced lol. There has to be more than that.
Actually I only know a little bit about France and Italy.
