Little Italy in New York City and the Italian section of South Philadelphia are my favorites.

The one in New York is best overall. I also like the one in San Diego.

Um, which Little Italy in NYC are we talking about?

Mulberry Street in Manhattan?
Arthur Avenue in the South Bronx?
Morris Park Avenue in the East Bronx?
18th Avenue in Bensonhurst, Brooklyn?
13th Avenue in Dyker Heights, Brooklyn?

Has NY Chinatown "poached" a lot more of Manhattan Little Italy territory?

NY definitely, Chicago's has a few good restaurants but leaves a little to be desired for, but there are many other good italian just not so many in Little Italy.

Don't have any experience in the other ones.

Not really. Both Manhattan's Little Italy and Chinatown are under severe gentrification pressure, rather than one doing better than the other.

IMO, the best Little Italy in NYC (and probably in the U.S.) is on Arthur Avenue in the Bronx.

It definitely has poached, Cuttle. I grew up there - 40 years ago, and there was indeed a Little Italy whose square mileage has greatly lessened. Most of this generation of Italians has moved out of Manhattan.
