That's exactly why NY wasn't an option, as it states very clearly in the post.

Out of the one's mentioned, it's DC followed by Boston.

DC doesn't feel southern at all and it doesn't feel like the North East either. If you haven't been in DC in the last 10 years then you won't recognize it.

DC has a unique feel and vibe and that's not southern or northern and that's what's so awesome about it. However, the fast pace of DC is definitely a Northeastern characteristic.

DC has all the characteristics of a NE city. Fast Paced; Transportation dependent; Subways, Urban; Centralized large downtown core; Very walkable; Rowhomes stretching for miles and miles and History. Some of the neighborhoods are jewels while some are very gritty.

Except its not really in the North East, its south of the Mason Dixon line, has SERIOUS NC cultural connections, and is really a Mid Atlantic state.

May I ask what cities are not "transportation dependent"?

The Northeast is divided between New England and the Mid-Atlantic. Technically New York, Philly, Baltimore and DC are all part of the Mid-Atlantic Region.

That is a great observation. I even notice southerners on this forum side with DC because they feel it has southern roots.

DC/MD feels a little similar to ATL to me, maybe because I was in the ghetto. DC is the best of both worlds to me.
