What city has the nicest and biggest City park.

Biggest is objective. Nicest is subjective. The two are not necessarily reconcilable. But if I guess I had to pick "big park" and "nice park" and combine the two, I'm going to go with Frick Park/Schenley Park in Pittsburgh.
