I think that what people need to remember is that racial diversity does not equal racial tolerance. It is great if a place is diverse, but does the diversity even matter if the race relations are so horrible that people are living in self-imposed segregation? I personally don't know what the most racially tolerant city is in the US, I don't believe that I have been lucky enough to live there.
Minneapolis has one of the highest(if not #1) black poverty rate for a major regional city. 45% of the city black population are in poverty. Another way to measure a city liberalism is seeing how successful minorities are doing in the city.
On the other hand Minneapolis is a good place for interracial dating.
I think for your first the reason that could be is due to getting quite a few African refugees and people that came from Louisiana from Hurricane Katrina.
Syracuse.....You have poor areas that really diverse and some nice areas that are pretty diverse too. No big deal in seeing interracial couples and has a strong college presence.
DC definetly isn't, but Chicago and Houston, maybe.

Washington DC, Chicago and Houston are more diverse than SF
Well, that doesnt seem to be the case if we compare their Combined Statistical Areas.
DC and Chicago are both have Non-Hispanic White Majorities and the Bay Area has a higher number and percentage of foreign born residents than all 3 of those places. Not to mention a higher number and percentage of Multi-Racial People, Native Americans, Native Hawaiians/ Pac. Islanders and Other races than all of the other 3. The Bay Area is also the only one of these 4 to have 1 Million+ Asians and 1 Million+ Hispanics-the two largest foreign born groups in the nation.
