New Orleans would be pretty cool.

I'll second or third Salem, MA. Although the city is overrun with visitors the entire month of October, they really do a nice job. There's even an official city website for the month's worth of activities -

While this town can't even compete with a city(other then being next to Raleigh), there is one heck of a party in Chapel Hill every year that has 80,000 or so attendees as of last count.

Another vote for Salem, MA. Went last year, very cool. Joined in with a group that put a real witch to death. Leastwise they said she was a witch. She had a wart anyways.
