DC. Pretty much all central neighborhoods are full of nothing but rowhouses. I challenge you to find a neighborhood with more elaborate and exquisite rowhouses than you find in the Dupont, Logan, Bloomingdale and Capitol Hill neighborhoods.
Of the major row house cities in the United States, which city would you say has the nicest row houses. Criteria include: aesthetic appeal, architecture, architectural diversity, height, etc. Basically, which ones appeal to you the most.
Boston
New York City
Philadelphia
Pittsburgh
Baltimore
Washington DC
San Francisco
I like them all but my heart goes with Philadelphia...some parts still look "colonial".
