If you cut off the upper half of FL and toss it, then you have a fairly liberal state.

He obviously was. Traumatised by the fact thet he lives in a state that, while eminently Mid-Atlantic, is nominally Southern, he doesn't miss a chance to re-inforce his Northerness by having a dig at the South, whether it's relevant to the topic or not.

Your statement is true. Juliani isn't nearly as conservative as the average Southern Republican.
