Without heat in the winter where you are in Chicago, you will DIE. That is not trivial. Even the indians who lived in the region way before its founding had heat. Fire has been around for tens of thousands of years of human use. Modern AC is an invention of the 20th century, widespread use didn't occur until the 1950s.
Most of the United States didn't live in cities at that time

I know how long St. Augustine has been colonized, that means nothing.

Once again, you can live in the North without heat.

There are far more creative ways to keep warm, including one very basic to the survival to our species, than there is to stay cool.

The North is a big region. You are telling me you could survive the Chicago winter with no heat source? Are you a human, or a polar bear who can type? Heat sources are what made terrains such as above adaptable for civilization.

If this is the case how come Chicago has a heat ordinance in effect with significant fines?

Heat Ordinance

13-196-410 Residential buildings--Heat to be furnished.

Every family unit or rooming unit to which heat is furnished from a heating plant used in common for the purpose of heating the various rooms of the dwelling shall be supplied with heat from September 15th of each year to June 1st of the succeeding year so that the occupants of a family unit or rooming unit may secure, without such undue restriction of ventilation as to interfere with proper sanitary conditions, a minimum temperature of 68 degrees at 8:30 a.m. and thereafter until 10:30 p.m., and 66 degrees at 10:30 p.m. and thereafter until 8:30 a.m. averaged throughout the family unit or rooming unit.(Prior code § 78-39; Amend Coun. J. 2-25-88, p. 10733)

And I've said this before too: Not everything the government makes you do is necessary.

That's opinion.
Then you are getting other residual heat from building boiler room, other units, subway, living in a sewer, etc. Right? That is a heat source. You said you could live there without heat, and you are wrong. Perhaps without knowing, it doesn't matter if you do not realize it or not, you are leeching another intelligent humans heat source... You will, with much certainty perish without a heat source. You do realize, as I stated above that humans evolved along side with fire and were able to inhabit areas such as Chicago because of heat sources correct?

A building which no doubt has an HVAC unit, washer and dryers perhaps, boiler room, people cooking with gas stoves, people with a fireplace, etc.. Why do you have such a poor understanding of human physiology or population migrations? Like I said before, it doesn't matter if YOU are providing the heat source, some other, likely intelligent human beings there do have heat sources, and you are just leeching off of it for your own survival. Without it, you WILL die within a matter of days or weeks.
